Um, has never been for the comments.  It's always been the normal editor.

You can change this though with a plugin:

http://zy.ca/wordpress-plugins/wysiwyg-comments

You may want to search the wordpress.org forums as the topic comes up
from time to time.

And I won't give you my opinion of TinyMCE... :)
