All it says is that it's the correct way of getting a neutral apostrophe 
('), which is totally different to the one you should use in your 
writing (’).

&#39; is still useful, such as in situations like:

<input type='text' name='foo' id='foo' value='I like neutral apostrophes 
(&#39;)' />

...it's just not for apostrophes in your writing.
