This is WPMU-specific, AFAIK.  You could, however, replicate that  
functionality and turn it into a plugin (yes, you'd have to manually  
activate THAT plugin ;-) ).  In fact, someone may have already  
written that plugin... I remember seeing that several years ago,  
although I can't find it now.
