Totally -1 on this. There are very legitimate reasons for some folks not to use Akismet. There also is the API key requirement which unnecessarily promotes Automattic (no offense, guys). Plus its code that's just best left in plugin territory.

Just curious, but can't "you" just make Akismet part of the core? Like, 
take it out of the plugins directory all together, and add it to core? 
Make a special file for that itself? Or, since Spam Karma 2 has an 
Akismet plugin option, just add Spam Karma 2 instead? I was just 
wondering since Akismet is also the Developers little baby too. =) As 
for "Hello Dolly" plugin, maybe just make that part of core as well? 
Just maybe make option some where in the control panel to turn it off or 
on. Rather then have it a plugin sitting in the plugins section. I don't 
use it, but when running SVN, if you'd remove it.. it will automatically 
come back again when doing "svn up"...  Just throwing out random 
thoughts here...
