[wp-hackers] Reactivate All Plugins

Its not an "Activate All" option, Rather it only activates the plugins
which were Deactivated.
eg: i've got 20 plugins, 7 are active, I click deactivate all, i now have
0 active plugins, i press re-activate, those 7 previous plugins are
re-activated.
