I can't think of any aggregator that doesn't support the timezone  
offset… There are those that treat all military timezones as ±0000,  
but that's due to RFC822 mis-defining them. Any aggregator that  
doesn't support the timezone offset is just badly coded. It _really_  
isn't hard to support.
