2.0.10 and 2.1.3 are minor releases, for bug and security reasons.   
New features don't go into minor releases.

As for "easy" updating of WordPress, there's no silver bullet.  By  
the time you get all the permissions changed so that WordPress can  
actually update itself, you might as well have just uploaded the new  
version.  Worth considering, but don't expect a completely smooth  
ride.  Personally, I'd much rather get update notification (for WP  
core and for plugins) into core, and then consider adding self- 
updating at a later date.  We're trying for shorter development  
cycles, so there's no need to do everything all at once.
