Including .htaccess is a bad idea. Most/Many hosting (UNIX) providers have
the MS Frontpage extensions installed on the machines, FP claims the
.htaccess file as it's own, causing many folks all kinds of problems with
wordpress, even if they're not using the FP extensions. I've posted a
detailed explaination of the problem and the only known fix in the codex

 It seems like .htaccess looks the same all the time in WordPress 2.x. But
it still attempts to update it when the premalink structure is changed.

 It would be easier if .htaccess simply was included in the distribution
and WordPress doesn't try to write to it.
