publish_post is fired when the user hits the "Publish" button, not
when a future-dated post first appears on the front page. We use a
cron-style system to send the pings exactly when they're first valid.

Robert Deaton already explained this. Andy Skelton explained the
asyncronous part. I would have thought you'd have read those two
emails, but judging from your questions, it appears you haven't.
