I might get burned at the stake for suggesting this, but WordPress is 
GPL'd.  If someone wants to create a distro with extra themes and 
plugins, no one is stopping them.  The problem with including more 
plugins and themes with WP's default distribution is that all components 
immediately become support burdens.  It's hard to say "talk to the 
plugin author" when the plugin was provided with WordPress.
