In the past, I’ve generally done it this way but always ran into the failed problems and although I cannot confirm this is the problem, but it seems notepad corrupts the file somehow (at least for me). Perhaps the Theme Unit Test should be available as an actual downloadable xml file (maybe even as a zip file) rather than displaying it in a browser. When I had the issue, it was only if I copied the text into a new file and saved it as xml.
