Microsoft has a touch simulator which will simulate touch gestures on a desktop, but it apparently is not quite 100%. Twenty Thirteen does work on the Win8 simulator, but then, so does my theme. But my users with real devices say that it does not on a physical tablet with Win RT. CSS drop-down menus apparently will work mostly in the simulator, as they might on hybrid touch screen Win8 based laptops. But this problem is exclusively Win 8/RT with IE10, and new, but slowly growing combination - probably less than 2% right now.<br>
<br></div>3. So this is apparently restricted to Windows 8 Phones and Windows RT tablets and IE 10. Apparently, Microsoft is not allowing implementations of Firefox, Chrome, or other browsers on Win8 phones, so if Win8 phones ever get any sizable market, this problem will grow. And currently, many major sites such as WalMart.com and others fail on these devices. So, there is some speculation that Microsoft will eventually retreat from their stand, and add the same kind of touch/mouse simulation code found in Webkit and others.<span class="HOEnZb"><font color="#888888"><br>

I don't have Win8, and so can't test, but I've seen no issues with IE10 on Win7.<br>
