Also, you can download the newer version directly from .ORG. If I
have a theme update, I change the download links on my site to the
newer version, even if it hasn't been through the review process
yet.<br>

Perhaps you can email those desperate users the update directly?
Most themes I develop are also generally available from a git hub
or bitbucket repository for direct download.<br>
