I'd go with a setting in options to disable responsive if required. It's something that will be unchecked mostly by people tweaking your theme for desktop devices, who get confused when their changes are different if they change the browser size.<span class="HOEnZb"><font color="#888888"><br>

Hi Christine. I updated one of my themes (Portfolio Press) from a fixed layout to a responsive layout about a year ago. No one really had an issue with the change.<br>

If you think a subset users will want to keep the fixed layout, I'd go with a theme option- but I wouldn't the majority of users want that. I definitely wouldn't fork the theme and maintain both. Responsive is the way to go.<br>
