<br></div>Your original assessment was correct: Themes must place their Theme options page under Appearance, via add_theme_page().<div><br></div><div style>Most guidelines are open to granting exceptions, for legitimate, exceptional purposes. Pagelines requested and received an exception for this requirement.</div>
