    This is what I consider a framework (I am the developer):<br>

    It's not installable as a theme.&nbsp; It's a framework for developing
    themes.&nbsp; I believe this is what Shinra was asking about in the
    original question.&nbsp; But, no, frameworks like this can't be hosted on
    .ORG.<br>
