Although it may not be "fair" or you simply do not like what the "end-user" has done with your theme, it all boils down to what license you released your theme under. Generally the license will provide what is "allowable".<br>
It may not provide you a great deal of comfort or a resolution you like but the license are the terms you set forth and agreed to ... all you can really hope for is your end-users honor the license and comply with its terms.<br>
<br>Given you are releasing your theme to a "free" repository with one of the underlying tenets being the themes are there to (ab)use and learn from it should not come as a surprise someone may make changes that you will not agree with. As to this specific example of the "theme by" being changed ... yeah, it sux, but there is not a lot you can reasonably do about it as others have noted; but, if this person tried to simply submit your theme (as you noted the changes) back to the repository I would expect the reviewer to immediate resolve it as "non-approved".<br>
