That is by design. There is no established convention/best practice regarding the default stylesheet. Hard-coding the link in the document head ensures that anything enqueued will override it, thereby facilitating proper cascading. But if a developer wants to enqueue it instead, taking care to ensure enqueue priorities, that's perfectly fine.<div>
