It's probably the author's intent to essentially say that they
disclaim any rights to the icons, but if they don't actually say that
anywhere, then it's somewhat bad form to assume it from a poorly
worded statement.
This is why we have pre-made licenses, folks. If you say "it's CC0" or
"it's BSD" or "it's GPL", then you're at least being clear about
things.

However, in my last theme update submission I was informed that I need to
change the bundled icon set since it was not released under any explicit
licence. It was stated in the page linked to above that "you can download
and use wherever you like, for free as well!". Furthermore, what's to
prevent the icon designers to simply whack that line off their page?

I would think that its license is GPL compatible - it doesn't require
anything. The site says:

Free to use for whatever purposes. If you use these icons, an optional link
to <a class="moz-txt-link-freetext" href="http://icondock.com">http://icondock.com</a> would be appreciated. Thank you.
I don't think an "optional link" voilates GPL. There are really no
restrictions I can read into this license.
