are not licensed under a well-known, GPL-compatible licence? I
mean, I know a lot of icon sets are "free to use for whatever
purposes", including the one I used previously from this site:

However, in my last theme update submission I was informed that
I need to change the bundled icon set since it was not released
under any explicit licence. It was stated in the page linked to
above that "<i>you can download and use wherever you like, for
free as well!</i>". Furthermore, what's to prevent the icon
designers to simply whack that line off their page?<br>

I would think that its license is GPL compatible - it doesn't

I don't think an "optional link" voilates GPL. There are really no
restrictions I can read into this license.<br>
