GPLv3 is compatible with "GPLv2 (or later)". This should be axiomatic. "Should" be, if only GNU/FSF hadn't written a GPLv3 in a way that is explicitly incompatible with GPLv2, which IMHIANALO, was a pretty stupid, short-sighted thing to do. Nevertheless, unless we are told by those above our pay grade that the WPORG repository is only going to accept GPLv2-compatible licenses, we're going to avoid any and all licensing arguments/issues/whatever, and stick with "GPL-compatible", which includes GPLv3.

GPLv3 has been discussed many times on wp-hackers. For one thread, see: http://lists.automattic.com/pipermail/wp-hackers/2007-December/016883.html. I am not sure there was consensus or an official position on v3, though for a while (and perhaps still?) some Codex guidelines used to require plugins to not use v3 (IIRC) - OTOH, this: http://wordpress.org/about/gpl/, clearly says “GPLv2 (or later)”.

A long time ago, I wrote a blog post defending the GPL (in general, not v3 in particular) and Matt against Dan Jalkut and John Gruber. Matt linked to my post on his blog, but I think he also expressed some doubts about v3. What all this vague information adds up to, I am not sure! :-)
