It is required for proper implementation of Theme internationalization, So, if a Theme is implementing internationalization, then yes: it is required to use proper textdomain strings.<div><br></div><div>Whether that observation is sufficient to abort a review, and close as not-approved, is entirely up to you as the reviewer. </div>
