We've had this discussion before, so I'll say what I said before.
I'm all for it so long as there's actually a need for an update on
the theme side of things (e.g., nav menus, comment form, etc.).
Just keep in mind that not all WP releases have things that need to
be addressed in themes.<br>

WP 2.9 is a generous cutoff date because we've had loads of theme
features added to core WP since then. WP 3.0 wouldn't be too much
of a stretch.<br>
