We've been moving to a model such that *all* Guidelines changes are made at the time of major WordPress releases. So, a "Version 3.2-specific change" may or may not have anything to do with changes to WordPress *core* in Version 3.2.<div>
<br></div><div>We do this in order to help keep the Guidelines as constant as possible, and so that developers know when to expect the Guidelines to change. We've found that making arbitrary changes can cause considerable frustration - and understandably so. Thus, we try only to make changes on a consistent cycle, except for anything particularly egregious (security issues, etc.).</div>
