Nope, it's never been needed. Of course, the header area is pretty
clear. Other areas might not be.<br>

this would be a header widget. Headers may often have a
limited height and only support something the size of an
advertisement image. I've done this a few times in the
past few years and haven't once had a user ask why they
couldn't add more stuff. It just made sense to them.
