<br>If you see the <a href="http://themes.trac.wordpress.org/report/3">Priority 2 queue</a> you will note that there are quite a few themes that have been approved (Constructor, Evolve etc) but show up here. So my guess is that if a previously approved theme is hit with an error, it gets relegated to the Priority 2 queue and joins the bottom of the list. This is not how it was earlier (an approved theme rejoined at Priority 1 even if a particular version was rejected), so something might have changed.<br>
