An update to the theme reviewers policy of what to review,
when.

This is how the new process that was decided on today is going to
work 'until any other changes' are made.

By order of
priority:

1. Theme reviewers will check for updated themes that
have already passed the review process and do those first no matter their
position in the queue.

2. Theme reviewers will check the list for
themes that have been reviewed but not passed but have updated their themes to
see if they can pass, by order of first on list (top) down. Those have
less priority for being looked at then the updated themes that have already
passed, but more priority then new submissions.

3. When the above
two are cleared from the list, theme reviewers will move to a 'new' submitted
theme. Starting at the top of the list.

- This will decrease
the wait time on both the updated themes and the themes that already are in the
review process, it will increase the wait time on new themes, but the above two
take less time to deal with so overall the speed of the process will be
increased.

- Phil
