[theme-reviewers] Theme URL

Hey folks,

As you already know that we no longer accept WordPress as Theme URL i.e. Theme
URI: http://wordpress.org/themes/twentyfourteen. This is acceptable for
default themes only.

When author submits an update with such URL, please handle as requirement
and approve only when the link is changed. Same applies for preliminary
reviews.

In case that author does not have the URL it can be empty.
