[theme-reviewers] recomended vs required

Maybe we should not reopen tickets unless its license and/or security
issue, small issues even a few can easily fixed downstream. Reopening will
only add to reviewer workload, it will be kicked back to original reviewer
and if that reviewer is missing, it will only add to theme author's
frustration.
