[theme-reviewers] Newsletter Signup form in Theme Settings

Are themes allowed having a newsletter signup form on the theme settings
page? A form that posts to an external (Mailchimp) URL? It's come up in a
review I'm doing and it's something I'd consider adding to my own themes.

Would the user need to be informed that their details are being posted
elsewhere (although most users would assume this)?
