[theme-reviewers] Featured Themes - October 2014

I'd prefer it to be a theme that you've reviewed as a "new" theme, but I
don't think we need to limit it to that.  Simply pick a theme that you've
reviewed at some point in some way.  The idea is to recognize someone
else's good work.

As for limiting it to 10 rather than 15, I don't care either way on that.
I believe we've been doing 15, so we'll probably stick with that for the
time being.
