[theme-reviewers] approved themes that has not gone live, ends up as prio 3 on update

The way to avoid the issue is not to submit updates until the Theme is
first made *live* in the directory. If updates are needed that quickly,
they should be included in the original ticket. (Just ask the reviewer for
the ticket to be reopened so that the update can be included.)
