[theme-reviewers] Can Options Framework be included with the theme?

Thanks Emil for clearing that up.

What is the reasoning behind the decision?

Could we include this in the guidelines as a lot of themes are using
settings frameworks and not every new reviewer will know to check this
thread to find out about this guideline?
