[theme-reviewers] GPL-Compatibility

Explicit declaration has been required for quite some time. The latest
Guidelines revisions now require that explicit declaration to be included
in the Theme readme file, or a license file.

With explicit declaration, there is not need for reviewers to verify every
single source, as long as you recognize and understand the terms of the
license being declared.
