[theme-reviewers] Copying Themes

Hi,

I'm reviewing a theme called Connection (
https://themes.trac.wordpress.org/ticket/19325) and it seems there isn't
much wrong with it technically. However, I've noticed it's similar quite a
bit to another theme in the repository called Cleanr (
https://wordpress.org/themes/cleanr). I noticed the similarity when I
realised the developer has left the original footer link referencing the
original theme.

What would be the most appropriate action for this review? Should I
continue with feedback for the developer; the original theme is GNU General
Public License v2 after all or is it not acceptable to just rip off another
theme and add a new header?
