[theme-reviewers] Managing the Accessibility-Ready tag

Although clearly the workflow still needs working out, is there somebody
who can make the following change to the Theme Review guidelines on
Accessibility:

Edit:

Submitted themes (or theme updates) that contain the tag
accessibility-ready will undergo an independent, accessibility review after
they have been approved for inclusion in the Theme Repository.

To:

Submitted themes (or theme updates) that contain the tag
accessibility-ready must undergo an accessibility review to check for
conformance with these guidelines. Themes can either choose to make changes
to meet the accessibility guidelines or remove the tag.

It just needs to be clear that the accessibility review is part of the
theme review process, rather than a post-facto operation, so that themes
are not approved with the accessibility-ready tag without undergoing a
review.
