Generally speaking, nobody is going to sell you an image and let you then
give it away to other people. You're better off sticking to the free sites.

The link Emil gave is a good source to start with. There are others, but
mainly you're looking for the licensing terms. Public domain, CC0, GPL,
these are what you need for it to be free enough to use on WordPress.org.
