It is inappropriate for a theme to include special code for "adsense".

It is entirely different for a theme to include a space to insert *any*
type of code, be it adsense or some other script or whatever, into a
specific place in the theme.

Realistically, I would say that themes should not have special places like
this, but should instead put widget areas there. A user can easily paste
relevant adsense code into a text widget and then place it somewhere on the
theme, if it has widget areas. There's no reason for the theme to be overly
specific with what can go where, instead just define spaces and let the
user decide by putting whatever widgets they like in that space.
