[theme-reviewers] Abandoned/Changed Theme Name, Requesting Transfer

Completely logical thinking and this is really a no brainer, the name ‘journal’ should be freed up to be used by someone 

[submits journal theme real quick]

I think that, when a developer changes the name of a Theme, the original name should be available for someone else to use.

          We have a new theme that we'd like to submit named "Journal". After submitting, the theme-bot let us know that there was already a theme with that name. Here's a link to the theme as it currently sits on GitHub: https://github.com/bestwebsoft/journalism-wordpress-theme.

          Is it possible to transfer the "Journal" theme name to our account? Our trac/WordPress.org username is "slocumstudio" (http://profiles.wordpress.org/slocumstudio/). Please let us know if any other information is required.
