[theme-reviewers] GPL and limiting usage

I think its WPTRT related because all those commercial sellers need to have
1 theme in wordpress.org:

In order to have a Theme hosted in the directory, a developer must release

Yes they released as GPL as they saying in legal notice, while they saying
"you can only use in 1 site" in front of their site.

and my question was simple tho:
Can we really restrict a GPL theme usage? or are they mis-information on
purpose?
