[theme-reviewers] GPL and limiting usage

I checked the Terms of Service for Headwaythemes.com. They clearly state that their themes are under GPL license. So, I do not think that's a problem.
Pagelines is also Under GPL license. Please check out the TOS page.

I am inspecting commercial examples in http://wordpress.org/themes/commercial/ but i see some restricts on GPL theme usages..

Am i missing something? or can we really restrict a GPL theme usage? or are they mis-information on purpose?
