Actually they are NOT unique downloads. Everytime a new version of a theme
is released, all the upgrades corresponding to it are stacked in the
download counter. In other words, if you go to your admin panel and click
on "Upgrade", it will add 1 to your download counter. If you have shared
hosting, all the upgrades from the sites on that host are counted as a
total of 1. Basically one theme version per IP is counted as one download.
The same philosophy is applied to plugins, where you can also see an
analysis of how many installations exist for a certain version.

That is the reason why historically popular themes get a bigger download
figure when a new version is released, and not so popular themes don't
register much of a spike when a new version is released.
