[theme-reviewers] Is SMOF framework allowed?

The best two options:

1) Use add_theme_page() for your options page, and point users to this
Codex page:
https://codex.wordpress.org/Appearance_Theme_Options_Screen

2) Hook into the Customizer, and point users to the built-in Customizer

Part of the benefit of using Themes hosted in the official directory is
that users will have a consistent UX for configuring Theme options. For
that reason, I think an admin notice is overkill.
