home.php is the higher in template hierarchy. Read Here: http://codex.wordpress.org/Template_Hierarchy#Home_Page_display
It loads by default for a homepage.

Also for some reason, the preview does not render home.php... can we choose which template to show on front in preview? like choose b/w blog or home.php...

You could add a fallback menu in your next theme update. Theme previews are generated with the theme activated using default settings.

I created a theme Gold for wordress.org. The menu gets activated once the user creates it in the admin. This creates a problem in the the theme preview in wordpress.org. Also the home.php is not displayed at front. Is this normal? Aren't we allowed to choose our theme preview?
