[theme-reviewers] Can an author Use footer credit link if no ThemeURI has been specified?

Which is why credit-link removal-options are seldom used. They are statically in most themes I found. 
The requirement says, if displaying a credit is optional on your theme, then it should not be displayed by default. If however, displaying is not optional, then there is no problem with it showing. I can't even think of any other alternative than showing, when displaying the link is not optional.
