[theme-reviewers] Few questions + theme test unit data rant :p

1. I would think that depends on how the developer chooses as that sort of falls as a design choice. A good example would be 2014. It uses a simple bg image if there is no featured image. 

2. Is referring to when a theme uses the_excerpt() and if it is does it implement it properly.
