Can you please link to the ticket you're reviewing? It would be immensely helpful in answering your question more specifically. 


But in general, the others have nailed it: e-commerce *functionality* is Plugin territory, but it is perfectly acceptable to integrate *support* for a given e-commerce Plugin.

  Plugin support is okay as long as the theme doesn't output something itself.

  For example, themes can support WooCommerce plugin available on WordPress directory, but can not incorporate the features that the plugin offers within the theme.
