[theme-reviewers] Up-selling theme - license and rules question

Hello everyone,

I'm looking at Custom Community now -
https://themes.trac.wordpress.org/ticket/15256 - and the new "rules"
include some extension pack from the pro version instead of an extended
theme.

Additionally, on their site -
http://themekraft.com/store/custom-community-2-premium-pack/ - the license
isn't set explicitly, in addition to the "1 year free updates" rule, which
seems like guidelines violation to me.

What are the effective guidelines for that?
