[theme-reviewers] Review Incentive: Oct-Dec

Hello, I don't know whether this is a right place to post or not.
Sorry for this.

I am looking to join Theme reviewers team and from few days I am
trying this page:
http://make.wordpress.org/themes/about/trac-ticket-request-queue/ to
comment but there is no comment form to comment to request the theme
review ticket. Can I know where to comment to join.
