[theme-reviewers] Possible theme copycat

I think (?) Justin is referring to incorporated or derived code used
without proper copyright attribution of the original work. Code
incorporation and derivation are both perfectly acceptable under GPL and
WPORG policy; the issue would be failure to attribute the original work,
which is copyright infringement and grounds for suspension until corrected.
